Progress 360 is a non-partisan 501(c) governed by accomplished individuals from government, organizations, non-profits, community groups, faith groups, business and industries with decades of experience in education and training, property development, construction, labor, policy, community outreach and advocacy. With access to resources, wrap around services, and programs, specific to elevating communities through education / training, outreach, recruitment, employment, advancement opportunities, and the breaking down of barriers.
Progress 360 will strengthen the participation of America’s underrepresented populations in the Nation’s affairs; to uplift and empower citizens to live better lives; to advocate for socially responsible employment practices and accountability to transform talent-rich but resource- or opportunity-poor communities; and to sponsor the growth of small business and those owned by minorities, women, veterans, disadvantaged, and LGBTQ+.
Progress 360 will promote the building trades, hospitality, manufacturing, and blue-collar service industry to the youth of America as a viable and inspiring career path and to advocate for development that creates Union jobs.
Progress 360 will advocate for the expanded use of Project Labor Agreements, Community Benefit Agreements, Regional Workforce Equity Agreements and for workforce development opportunities and initiatives that strengthen communities.
Board of Directors
Bill Sproule
William Sproule is an accomplished professional serving as the Executive Secretary-Treasurer of the Eastern Atlantic States Regional Council of Carpenters (EASRCC). Under his leadership, EASRCC represents over 41,000 members across Delaware, District of Columbia, Maryland, New Jersey, Pennsylvania, Virginia, and West Virginia. These members hail from various trade groups, including commercial/residential carpenters, heavy highway workers, piledrivers, floor-layers, mill cabinet experts, and tradeshow specialists.
Prior to his current role, William held the position of President & Regional Manager at the Northeast Regional Council of Carpenters. Following the council’s merger with the Keystone + Mountain + Lakes Regional Council of Carpenters on May 30, 2018, he was appointed as the Assistant Executive Secretary-Treasurer. Later, in December 2019, the council was renamed the Eastern Atlantic States Regional Council of Carpenters, and William assumed the position of Executive Secretary-Treasurer in April 2019.
As the Executive Secretary-Treasurer of EASRCC, William’s responsibilities encompass strategic management and policy development for the organization. He oversees day-to-day operations of the Council’s local unions, fostering the creation of collective bargaining agreements. Additionally, he plays a vital role in expanding work opportunities for union members, ensuring their professional growth and prosperity.
William’s journey in the carpentry industry began as an apprentice carpenter at Atlantic City Local 623 in 1989. During this time, he actively participated in the construction of numerous prominent casino and infrastructure projects in Atlantic City, including Bally’s, Caesars, Harrahs, and the Taj Mahal. Notably, William served as Shop Steward for a team of 90 carpenters in the development of the $330 million-dollar Brigantine Tunnel Connector.
In 1999, William joined the organization as a Council Representative, gradually progressing into mid-level leadership roles. He served on the Executive Board of his local union and held positions such as Organizing Director in 2008 and New Jersey Regional Manager in 2011. Throughout his tenure, William played a crucial role in facilitating the mergers of the Empire State Council and Metropolitan Regional Council into the Northeast Regional Council of Carpenters.
Beyond his professional duties, William actively engages in various boards and committees, contributing his expertise to different organizations. He serves on the EASRCC Executive Board and the EASRCC Scholarship Committee. Moreover, he holds trustee positions for the Northeast Carpenters Health and Welfare Fund, the NCF Executive Finance Committee, the Mid-Atlantic Carpenters Fund, the Mid-Atlantic Carpenters Training Center, the Philadelphia & Vicinity Joint Apprenticeship Training Fund, and the Philadelphia and Vicinity Funds. Additionally, he co-chairs the Atlantic County Chapter of the Alliance for Action. William’s commitment extends to his involvement in the William J. Hughes Center for Public Policy Steering Committee and his position as a board member of the New Jersey Energy Coalition.
William Sproule’s dedication to public service is evident through his role as a Board Member on the NJ Building Authority, where he is serving his third term. He also holds the position of Vice President of the NJ State Building & Construction Trades Council. Furthermore, he contributes as a member of both the Pennsylvania and New Jersey Gaming Commission. Notably, Governor Murphy appointed William to the NJ Restart & Recovery Advisory Council and the Drumthwacket Foundation Board of Trustees. Recently, he was appointed to the Casino Reinvestment Development Authority by Governor Murphy.
In addition to his professional achievements, William is actively involved in charitable endeavors. He has helped raise funds for organizations such as the American Heart Association, Special Olympics, South Jersey Cancer Fund, and Brendan Borek High Tides Memorial Fund.
William’s commitment to his family and community is remarkable. He supports his children’s activities, including their high school crew teams, and actively participates in various volunteer projects. In 2010, William collaborated with union carpenters, Vietnam Veterans of America Post 955, American Legion Post 184, and the City of Wildwood to construct a replica of the Vietnam Memorial Wall in Wildwood, New Jersey. This monument serves as a tribute to the more than 58,000 service members who lost their lives in the Vietnam War, including his father, First LT William C. Sproule, Jr., who was posthumously awarded the Distinguished Service Cross.
During his leisure time, William enjoys spending quality time with his family, attending his children’s sporting events, engaging in exercise and weight training, fishing, playing the guitar, practicing carpentry, golfing, surfing, and reading about various subjects, such as history, labor law, politics, and current local, national, and global affairs. He is happily married to his wife, Amy, and together they reside in Mays Landing with their two children, Emily and Billy

Anthony Abrantes
Anthony Abrantes is an accomplished professional currently serving as the Assistant Executive Secretary-Treasurer for the Eastern Atlantic State Regional Council of Carpenters. In this role, he provides invaluable leadership and oversight for the council, which proudly represents approximately 43,000 Union Carpenters across New Jersey, Maryland, Delaware, Pennsylvania, Washington D.C., Virginia, and West Virginia.
With a keen eye for detail and a deep understanding of organizational dynamics, Anthony plays a pivotal role in managing the day-to-day operations of the regional council. He effectively oversees numerous critical components, including the council’s departments, 18 training centers, 200 staff members, 25 local unions, and 15 regional offices.
His political prowess, comprehensive policy experience, and exceptional business development acumen has fostered the unique ability to navigate complex political landscapes, craft effective policies, and foster strong coalitions. His strategic vision and leadership have been pivotal in driving growth and fostering collaborative efforts across the construction industry. Anthony’s commitment to excellence and his ability to bring together various stakeholders make him a distinguished figure in his field.
Anthony’s dedication to the construction industry extends beyond his role as Assistant Executive Secretary-Treasurer. He is an Executive Board Member for the Eastern Atlantic States Regional Council of Carpenters, where his expertise is instrumental in shaping the council’s strategic direction. Additionally, he serves as the Vice Chairman of the Eastern Atlantic States Carpenter Technical College and the Eastern Atlantic States Carpenter Benefit Funds overseeing $11 billion dollars in assets, further contributing to the growth and development of the industry.
Moreover, Anthony’s extensive involvement in various organizations and committees demonstrates his commitment to community engagement and public service. He serves on the Board of Directors for NJ Transit, Choose New Jersey, Board of Trustees for Montclair State University, Board of Trustees for Bloomfield College, the Carpenters Contractor Trust, the Mid-Atlantic Regional Council of Carpenters Benefit Fund, Executive Board of NJ AFL-CIO, Boy Scouts of America (Patriots Path), Board Member of Building One America and Member of the Hudson County Affordable Housing Taskforce. Additionally, he holds leadership positions as Vice Chairman of Progress 360 and President Emeritus for the Northwest Jersey Central Labor Council. He is also a proud member of Tau Kappa Epsilon and the Pennsylvania Society.
Throughout his career, Anthony has held several notable positions within the Eastern Atlantic States Regional Council of Carpenters, including Organizer, Council Representative, Team Lead, Senior Council Representative, Political Director, and Director of Organizing. These roles have allowed him to develop a comprehensive understanding of the council’s operations and cultivate valuable relationships within the industry.
Beyond his professional endeavors, Anthony is highly regarded for his contributions to the community. He has served as Commissioner for the Morris County Park Commission and Trustee for the Union County College Foundation. Furthermore, he has been an active Board Member of various organizations, including the Cornerstone Family Programs, Morris County Alliance for Action, Morris County Planning Board, Parsippany Police Athletic Association, Morris/Sussex/Warren Workforce Development Board, and Morris County Economic Development Committee. Notably, he was the Founder and President of the Northwest Jersey Central Labor Council.
Anthony’s commitment to education is evident through his academic achievements. He has a Mini-MBA from Rutgers University. He holds a bachelor’s degree from Montclair State University and has earned Executive Certificates from prestigious institutions such as Harvard Law, The Wharton School, Cornell, and Rutgers. Prior to pursuing his education at Montclair State University, he showcased his talent as a division 1 baseball player on a scholarship at Central Connecticut State University.
As an industry expert, Anthony has penned numerous articles and op-eds for various business and political publications. He has been interviewed by several news networks, showcasing his extensive knowledge and insights. Anthony also co-hosts the podcast – Labor Lounge.
Before embarking on his career with the United Brotherhood of Carpenters and Joiners of America, Anthony gained valuable experience as an intern in the New Jersey Office of Attorney General’s Division of Criminal Justice – Organized Crime and Racketeering Bureau, where he worked as an investigative analyst.
Anthony’s remarkable contributions have garnered recognition within the industry. He has received accolades such as the Boy Scouts of America Distinguished Citizen Award and has been named on the Insider New Jersey Labor 100 Power List. Additionally, he has been honored as the Essex County Democrats Labor Leader of the Year, Hudson County Building and Construction Trades Labor Leader of the year, Building One New Jersey Powerful Ally of the Year, the Essex/Hudson County CLC Labor Day Parade Grand Marshal, and the Hispanic Heritage Labor Union Leader of the year, further solidifying his reputation as a respected professional.
Originally from Newark, NJ, in Essex County, Anthony now resides in East Hanover, NJ, in Morris County, with his wife, Nicole, and their two children, Nicolette and Anthony Jr.

Cyndie Williams
Cyndie Williams assumed the role of Executive Director for the Carpenter Contractor Trust (CCT) in December 2021, demonstrating her dedication to advancing the organization’s mission. In her capacity as Executive Director, she assumes an active role in overseeing CCT’s strategic partnerships with the Eastern Atlantic States Regional Council of Carpenters (EASRCC) and various signatory contractor organizations. Through these collaborations, she endeavors to promote and support shared values, competencies, and ambitions, extending this vision throughout the EASRCC domain, which encompasses New Jersey, Pennsylvania, Delaware, Maryland, Virginia, and Washington, D.C.
With a strong commitment to excellence, Cyndie takes responsibility for supervising all of CCT’s initiatives. This includes fostering collaboration with industry partners and spearheading efforts to cultivate a diverse workforce. She recognizes the importance of expanding market share and work hours as key indicators of the union’s sustained growth and overall well-being.
Under Cyndie’s leadership, CCT strives to expand its influence and impact within the construction industry. A staunch advocate for diversity and equity, she believes that these factors are vital in attracting new talent and cultivating an environment that is both robust and prosperous for union carpenters and signatory contractors.
CCT’s mission aligns with Cyndie’s dedication to engaging America’s marginalized populations in national matters, with a particular emphasis on improving lives and advocating for ethically responsible employment strategies. By promoting the building trades as a promising career path for American youth and advocating for the implementation of more project labor agreements, she contributes significantly to the growth of union jobs.
Moreover, Cyndie recognizes the importance of clean energy initiatives in maintaining CCT’s strong presence in the construction industry. The organization’s involvement in several clean energy coalitions across the council underscores its commitment to sustainable and eco-friendly practices.

Mungu Sanchez
Mungu Sanchez is an accomplished activist and organizer with a distinguished career spanning two decades, dedicated to empowering communities and fostering self-determination. His journey began upon his return to his hometown of Philadelphia, where he observed the profound economic, social, and political transformations that had taken place during his absence, adversely affecting working communities and their families. Fueled by a desire to be an agent of positive change for his city, Sanchez embarked on a mission to collaborate not only with state government but also to engage in grassroots organizing, working tirelessly “block by block.”
Sanchez’s fervent dedication lies in the well-being of neighborhoods and the individuals who call them home, recognizing their inherent humanity beyond mere electoral value. His focus encompasses a range of critical issues, including education and public safety, enhancing community spirit and pride through revitalization efforts, combating crime through the promotion of job opportunities, fostering connections with youth and faith-based organizations, and facilitating pathways to homeownership.
During local and state elections, Sanchez plays a pivotal role in acquainting communities with ballot issues, candidates, and their respective political platforms. Moreover, he educates communities on the direct impact of local and state policies on their lives, emphasizing the importance of understanding the political landscape to realize desired outcomes within their own communities. Ray Brugueras
Ray Brugueras is an esteemed professional serving as the Chief of Staff of the Eastern Atlantic States Regional Council of Carpenters (EASRCC), a prominent organization representing over 43,000 members across Delaware, District of Columbia, Maryland, New Jersey, Pennsylvania, Virginia, and West Virginia. Within this diverse membership, encompassing various trade groups such as commercial/residential carpenters, heavy highway workers, piledrivers, millwrights, floor-layers, mill cabinetmakers, and tradeshow professionals, Ray ensures their interests are well-represented. Furthermore, EASRCC boasts an extensive workforce of nearly 200 Representatives and Administrators, and its assets exceed $300 million.
As the Chief of Staff of EASRCC, Ray Brugueras assumes multifaceted responsibilities, including spearheading the development of organizational policies and procedures, overseeing day-to-day operations for council employees and local unions, negotiating collective bargaining agreements, and cultivating work opportunities for union members. His expertise extends to fiduciary roles, where he diligently manages multiple substantial funds totaling over $8 billion, including pensions, health & welfare, annuity, and apprentice funds.
Prior to his current role, Ray served as an International Representative for the United Brotherhood of Carpenters & Joiners of America. Throughout the United States, he actively worked to increase the union’s market share, demonstrating his strategic acumen across various markets. Notably, Ray played integral roles in overseeing and facilitating two significant mergers and dissolutions involving multiple Councils and Local unions during his tenure.
Ray Brugueras commenced his professional journey in 1983, enlisting in the Marine Corps, where he excelled and achieved the rank of Sergeant. His responsibilities primarily revolved around Marine aviation, specializing in the repair of fixed and rotary winged aircraft. After leaving the Marines, Ray joined the Carpenters Union in 1987, commencing as a Millwright in Local Union 740 located in Brooklyn, NY. In 1991, he transitioned to Local Union 902, where he assumed the role of a heavy highway carpenter, dedicating the majority of his time to this specialized field. Throughout his career on the tools, Ray embraced various positions, including Shop Steward, Foreman, and General Foreman. Additionally, he diligently served as an executive board member for his Local Union during multiple terms. Notably, from 1997 to 2001, Ray oversaw the maintenance and construction operations for ABM Engineering at the iconic World Trade Center, leaving a lasting impact on the organization.
In 2007, Ray Brugueras joined the New York City District Council of Carpenters, where he initially assumed the role of Council Representative for their Labor Management Corporation. With perseverance and dedication, he gradually progressed into mid-level leadership positions within the Council, ultimately leading to his role with the United Brotherhood of Carpenters.
Beyond his professional endeavors, Ray cherishes his role as a devoted family man, blessed with four children and four grandchildren. In his leisure time, he takes pleasure in spending quality moments with his loved ones, attending his grandchildren’s sporting events, engaging in physical exercise, embarking on hiking expeditions, immersing himself in literature, and enjoying the tranquility of the beach. Ray currently resides in Wantagh, NY, alongside his beloved wife, Lisa.

Honorable Lamont Bagby
The Honorable Lamont Bagby is a dedicated public servant who has devoted sixteen years of his life to serving the community that raised him. His extensive career in elected office spans eight years on the Henrico County School Board, followed by eight years in the House of Delegates. Currently, he holds the prestigious position of Chair of the Virginia Legislative Black Caucus.
Before his tenure in the General Assembly, Senator Bagby made a significant impact in the field of education. He began as a teacher and administrator at his alma mater, demonstrating his commitment to nurturing the next generation. Additionally, he served on the leadership team at the Peter Paul Development Center, where he worked tirelessly to develop resources and programs aimed at educating children, engaging families, and empowering communities.
Throughout his time in the House and as Chair of the Virginia Legislative Black Caucus, Senator Bagby has displayed exceptional leadership. He has been a strong advocate for bipartisan collaboration, focusing on critical issues such as dismantling the school-to-prison pipeline, promoting affordable housing, safeguarding workers’ rights, advocating for healthcare access, defending voting rights, championing environmental justice, and enhancing consumer protections, among others.
Senator Bagby is a highly educated individual who earned his bachelor’s degree from Norfolk State University and a Master of Education from Virginia Commonwealth University. His dedication and contributions to his community have been recognized with an honorary doctorate from Virginia Union University. Senator Bagby’s unwavering commitment to public service and his impressive track record make him a respected leader and advocate for the people of Virginia.
Rev. Dr. Steffie Bartley
Rev. Dr. Steffie Bartley, Sr. is a dynamic leader serving as the Senior Pastor of the New Hope Memorial Baptist Church in Elizabeth, NJ. With a passion for social justice, he is the Director of the Jersey Chapter of the National Action Network and a Northeast Regional Director Board Member from Connecticut to Washington DC. Dr. Bartley is the visionary Founder of the National Action Network Technical World, spanning Newark, Atlantic City, and Brooklyn.
His commitment to police accountability is evident through his involvement in Administrative Advisory Committees on body cameras, collaboration with State Troopers in recruiting, and advocacy against excessive force, including serving as Chaplain for the Newark Police Department.
Dr. Bartley’s influence extends into government, having served on the Transition Team for the Governor, and being appointed to the Task Force for the Continued Transformation of Youth Justice by Governor Phil Murphy. He is a dedicated member of various committees, including the Advisory Committee Against Police Officers Using Excessive Force and the Juvenile Justice Committee.
Beyond advocacy, Dr. Bartley contributes to education and sustainability efforts as a Board Member of the Chad School Foundation, a member of the PSEG Green Efficiency Task Force Committee, and a consultant in the cannabis program since 2018.
His leadership shines through partnerships with figures like James McGreevy for reentry programs and contributions to community development projects like the Mildred Crump Bridge Project. As Chairman of the International Youth Organization (IYO), Dr. Bartley continues to empower future generations to enact positive change.
Kunta Bedney
Kunta Bedney is a distinguished Council Representative, serving in a vital role within the Eastern Atlantic States Regional Council of Carpenters. With an impressive background shaped by invaluable workforce development programs across the DMV (District of Columbia, Maryland, and Virginia), Kunta’s professional journey has been anchored by his affiliation with Sasha Bruce Youthwork. Residing in the esteemed city of Washington, D.C., he ardently devotes his life to empowering individuals who have faced their own share of hardships, demonstrating that extraordinary achievements are attainable through the convergence of diligence and opportunity.
Recognized as a prominent figure in the region, Kunta emerges as a fervent advocate for pre-apprenticeship and skilled trades apprenticeship programs, championing their transformative potential to enhance the working conditions and overall quality of life for all laborers. Furthermore, he extends his impactful influence by actively participating as a member of the Workforce Investment Council (WIC) Board and various community advisory groups, instrumental in advancing the fundamental rights of workers.

Layla Bibi
Layla Bibi is an esteemed member of the Carpenters union, having dedicated 18 years of her career to this esteemed organization. Currently serving as the Council Representative for the Eastern Atlantic States Regional Council of Carpenters, Ms. Bibi holds a position of great responsibility and influence within the union.
Recognized as a formidable advocate for women, Ms. Bibi proudly chairs the Eastern Atlantic States Regional Council’s Sisters in the Brotherhood committee. Through this esteemed organization, she actively works towards the recruitment and mentorship of women in the Carpenters Union, fostering their growth and empowerment within the industry.
In addition to her key role as Council Representative, Ms. Bibi also serves as an executive member of Local 158. Hailing from the vibrant community of West Philadelphia, she has dedicated her efforts to working on significant and impactful projects that have positively transformed her local community.
Ms. Bibi’s unwavering commitment lies in creating opportunities for aspiring individuals to enter the trades. Her passion for inclusivity and equal representation within the carpentry field drives her to tirelessly advocate for aspiring professionals, ensuring they are afforded the chance to embark upon successful careers in the industry.
With her extensive experience, leadership, and dedication to uplifting others, Layla Bibi continues to be a prominent force within the Carpenters union, shaping the future of the industry and inspiring individuals to pursue their dreams in the trades.
Ben Connors
Ben Connors is a distinguished professional with a proven track record of leadership in the construction industry. As President & CEO of the esteemed General Building Contractors Association (GBCA), he has played a pivotal role in shaping the organization’s strategic growth and cementing its position as a prominent industry leader for over 130 years.
Since joining GBCA in 2014, Ben has leveraged his extensive expertise in advocacy and labor relations to drive the association’s progress. His visionary approach has resulted in a remarkable expansion of member services since assuming the role of President & CEO in 2015.
Ben’s commitment to excellence extends beyond his role at GBCA. As a trusted trustee, he oversees union benefits and training funds with assets under management exceeding $6 billion. He actively participates in various industry and professional associations, including serving as a board member for the Center for Architecture and Design, Chamber of Commerce of Greater Philadelphia, The March of Dimes Annual Transportation, Building & Construction Awards Luncheon, the American Heart Association Hard Hats with Heart Executive Leadership Team, and the Associated General Contractors of America’s Executive Leadership Committee.
Moreover, Ben’s dedication to preserving historical heritage is evident through his involvement as a board member of the Penn Treaty Museum and his affiliation with the Carpenters Company of the City and County of Philadelphia.
Ben’s academic achievements mirror his professional success. He earned a Bachelor of Arts Degree from Rutgers University, specializing in both Political Science and Labor Studies. Furthermore, he holds a Juris Doctorate from Rutgers Camden School of Law, where he was elected by his peers to serve as the Student Bar Association President.
Ben’s outstanding contributions have garnered national and state recognition. In 2019, he received the prestigious Young & Aspiring Professional Award from Association Trends. In 2021, Pennsylvania City and State Magazine honored him by including him in their Power Labor 100 list and selecting him for their 40 under 40 list, a testament to his impact on the state of Pennsylvania.
Outside of his professional endeavors, Ben resides in Cherry Hill, New Jersey, with his wife, Zoe, and their twin son and daughter. He finds joy in traveling, supporting Philadelphia sports teams, and cherishing quality time with his family.
Timothy Conrey
Timothy Conrey is a multifaceted professional with a diverse background spanning cancer research, healthcare information technology, and real estate. His career is marked by excellence in team building and educational advancement. Conrey’s passion for creating opportunities for inner-city youth, which was heightened during his work with Philadelphia food pantries during the COVID-19 pandemic, aligns with Progress 360’s mission.
As a real estate executive, Conrey has contributed to significant high-rise developments in Philadelphia, played a role in introducing life sciences to the Philadelphia Navy Yard, and is currently involved in developing a $90 million research building in Camden, NJ. His educational background includes a Bachelor’s degree in Business from The College of New Jersey and advanced studies in organic chemistry at The George Washington University. Notably, he was awarded an NIH research grant to study treatments for Hodgkin’s and Non-Hodgkin’s Lymphomas.
Conrey’s leadership philosophy emphasizes collaboration, innovation, integrity, and inclusivity. Outside of his professional life, he maintains a balanced lifestyle through activities such as golfing, rowing, swimming, and reading.
Mike Dempsey
Mike Dempsey serves as the Communications and Business Development Manager at Carpenter Contractor Trust (CCT), leveraging a robust background in communication and strategic development to drive the organization’s goals forward. His professional journey encompasses a pivotal role as an early employee at FiscalNote, a prominent technology and media powerhouse headquartered in Washington D.C. Notably, FiscalNote achieved a significant milestone by going public on the New York Stock Exchange on August 1st, 2022.
Committed to advancing social mobility, Mike dedicates his efforts to championing union skilled trades apprenticeships as a transformative avenue from poverty to the middle class. He passionately advocates for the recognition of these apprenticeships as viable pathways, empowering individuals to attain economic stability while emphasizing their importance in community development.
Mike’s advocacy extends to educating communities on the critical role unions play in safeguarding workers’ rights. At the age of six, Maria’s mother relocated the family to Reading, Pennsylvania, where Maria spent her formative years. However, at the age of twenty, Maria made the decision to return to her homeland, Puerto Rico. She secured employment with Budget Rent A Car, where her exceptional performance led to her rapid promotion. Within three years, she rose to the position of Sales Representative, and just a year later, she further advanced to become the Sales Manager for Budget Rent A Car Puerto Rico.
In December 2005, Maria demonstrated her entrepreneurial spirit by establishing PR Car Solutions, Inc., a company duly incorporated with the Puerto Rico Department of State. Over the next 17 years, she successfully operated and managed the business, eventually passing it on to her three children: Christian, Michael Jordan, and Genesis. In November 2022, her children decided to pursue their own dreams, leading to a transition in the company’s management.
In the wake of the devastating hurricanes Irma and Maria, Maria’s life took a significant turn. In July 2018, she made the courageous decision to relocate her family to Colorado, driven by the desire to secure a better future for her children. In Colorado, Maria took on various roles, working as a Special Education Substitute Teacher across several schools within the Greeley-Evans School District. Additionally, she lent her expertise to a local independent contractor, assisting in the construction of single-family homes in Fort Collins.
In January 2019, Maria returned to Puerto Rico and wasted no time in enrolling in the Carpenter’s Pre-Apprentice course with HEART 9/11, an organization dedicated to rebuilding Puerto Rico after the hurricanes. Recognizing her potential, HEART 9/11 invited her to stay on as a Program Coordinator in April 2019. Eager to ensure a seamless transition, Maria agreed to stay and trained her replacement.
In June 2019, Maria’s dedication and knowledge led to an invitation to speak at the Screening of Ramon Rodriguez’s Documentary on the devastation caused by Hurricane Maria, held at the esteemed 9/11 Memorial Museum in New York. She shared the stage with renowned individuals such as Ramon Rodriguez, Rosie Perez, and HEART 9/11 Founder and President, Bill Keegan.
In January 2020, Maria’s exceptional abilities were recognized once again when she was offered a prestigious position as Council Representative in Puerto Rico for the Eastern Atlantic States Regional Council of Carpenters by the United Brotherhood Carpenters and Joiners of America. Later, she secured a seat on the First Executive Board of Local Union 787 as Recording Secretary. Furthermore, in October 2020, Maria was selected to be a member of the Puerto Rico Local Workforce Development Board, a testament to her expertise and reputation.

Hailing from Philadelphia himself, Robert brings with him an extensive 30-year career as a union carpenter, a testament to his profound expertise and commitment to the craft. Having successfully completed the very program he now oversees, he has garnered hands-on experience in various capacities throughout the Tri-State Area. He has excelled as an Apprentice, Journeyperson, Foreman, General Foreman, and most recently as a distinguished Project Superintendent overseeing the esteemed Fashion District project in Philadelphia, Pennsylvania.
Prior to assuming his current position, Robert served the Carpenters Joint Apprentice Committee of Philadelphia with great distinction for 11 years. In this multifaceted role, he showcased his versatility as an instructor, scheduler, and grant specialist, leaving an indelible mark on the organization. Notably, his keen insight and innovative approach led to the creation of the CARP program, which remains a cornerstone of the EAS’s primary pre-apprenticeship program to this day.

Elliot Washor
Dr. Elliot Washor is a highly esteemed educator and visionary leader in the field of school reform, renowned for his significant contributions to transforming education systems. With a career spanning over five decades, he has excelled in various roles, including teacher, principal, administrator, video producer, and writer.
As the co-founder of Big Picture Learning, Dr. Washor has played a pivotal role in shaping the organization’s mission and impact. Additionally, he co-founded The Met Center in Providence, RI, an institution that has become a model for innovative educational practices.
Throughout his professional journey, Dr. Washor has exhibited a profound dedication to educational advancement. His extensive experience encompasses all levels of education, from kindergarten to college, across diverse urban and rural settings and disciplines. He has actively engaged in school design, pedagogy, learning environments, and the exploration of new methodologies and assessment practices. Moreover, Dr. Washor diligently supports individuals and organizations worldwide who are pursuing similar work in the education sector.
Dr. Washor’s primary research interests revolve around the critical connection between schools and communities. He has also been selected as an esteemed educator to watch in Rhode Island and was named one of the Daring Dozen – the Twelve Most Daring Educators in the World by the George Lucas Educational Foundation. Joe Youcha
Joe Youcha is an esteemed professional known for his exceptional contributions in the field of math education and experiential learning. As the founder and director of Building To Teach, a renowned train-the-trainer program for hands-on math instructors, Joe has successfully reintroduced the building process as a context for effective math instruction. The program, which boasts a national reach, was initially established with generous funding from the Office of Naval Research and is a testament to Joe’s extensive expertise in providing valuable resources to young individuals in need of essential math skills.
Annually, Building To Teach’s web-based training is utilized by over 600 instructors from boat building related programs and an additional 300 instructors from carpentry-related programs. Complementing the online platform, in-person instruction further empowers approximately 60 instructors through comprehensive week-long trainings. These skillful instructors, collectively serving approximately 10,000 students each year, enable Building To Teach to have a profound impact on math education.
Joe’s lifelong passion for boats was ignited during his upbringing along the picturesque Hudson River in Rockland County, New York. Inspired by his father’s acquisition of an eight-foot wooden sailboat, Joe pursued his interest in naval architecture, earning a degree in the subject from the esteemed University of Michigan. Additionally, he obtained a B.A. in History from Columbia College, Columbia University. Joe’s commitment to honing his craft led him to receive formal training as an architectural restoration carpenter in New York City. Subsequently, he embarked on a successful career as a construction superintendent and project manager, eventually establishing a construction company alongside his wife, Jessica, in Philadelphia.
In 1992, Joe played a pivotal role in the inception of the boat building programs at the Alexandria Seaport Foundation (ASF). His unwavering dedication and leadership led to his appointment as Executive Director from 1995 to 2010. During this tenure, Joe spearheaded the development of innovative programs at ASF, employing experiential learning methodologies to teach young individuals valuable math skills and work-readiness through the captivating process of boat building. The foundation’s wooden boat building apprenticeship, evolved to encompass a job-based GED program and a certified pre-apprenticeship for the prestigious Carpenters’ Union, serving as a catalyst for transformation in the lives of hundreds of disadvantaged youths in the Washington area.
Under Joe’s visionary guidance, ASF’s community boat building initiatives have benefitted numerous young individuals through collaborations with families, schools, and juvenile detention facilities. In 1997, Joe led a design group responsible for the creation of Bevin’s Skiff, a small boat purposefully designed as an instructive tool. To date, more than 2,000 of these boats have been constructed in partnership with children. Furthermore, Joe’s collaboration with WoodenBoat magazine in 1998 led to the establishment of Family Boat Building, an internationally recognized endeavor that has empowered tens of thousands of families worldwide to build their own boats.
The remarkable accomplishments of the Alexandria Seaport Foundation have been widely acknowledged and commended at the national, state, and local levels, earning accolades from prestigious institutions such as the White House, the Virginia Governor’s Office, the Virginia Attorney General’s Office, and the Superintendent of Alexandria Public Schools. Joe’s exceptional contributions have also garnered him the title of Washingtonian of the Year, while his indelible impact on the Alexandria community has solidified his status as an esteemed Alexandria Living Legend and Non-Profit Executive of the Year.
Joe’s close affiliation with the Carpenters’ Union has resulted in his co-authorship of the union’s math textbook and training materials. In addition, he has authored the Carpentry Math Instructors Guide, an invaluable resource supporting Jobs Corps Carpentry instructors at 70 training centers as they prepare their students for the math section of the TABE test. Presently, Joe actively participates in training the union’s math instructors across over 230 training centers in the United States and Canada, as well as in the union-administered Job Corps centers. He also lends his expertise to the Eastern Atlantic Regional Council of Carpenters in developing community-based training opportunities. Furthermore, Joe played a pivotal role in the creation of the Carpenters’ Union’s “Training Foundations” assessment class, specifically designed to prepare new and incoming apprenticeship instructors for their roles.
In recognition of his exceptional contributions to the field, Joe was selected as a fellow at the esteemed Aspen Institute’s Workforce Development Initiative in 2009. Additionally, owing to his rich background as the son of a journalist, Joe has authored five influential books on hands-on math instruction. He has also served as a Contributing Editor for Tools of The Trade Magazine and remains a frequent writer for WoodenBoat magazine, showcasing his ongoing commitment to sharing knowledge and expertise with a broader audience.
Fundamentally, Joe’s passion lies in building, whether it be boats, houses, or most importantly, empowering the lives of countless young individuals. Together with his wife Jessica, Joe resides in Arlington, Virginia, and they take great pride in their two grown children, Emma and Zack.
Jonathan L. Young, Sr.
Jonathan Young is an esteemed professional who has made significant contributions in various fields throughout his career. With over two decades of experience, he has been an active member of the United Brotherhood of Carpenters (UBC) since 1996. Currently, he holds the position of Council Representative within the Eastern Atlantic State Regional Council of Carpenters (EAS), having been elected to this role by his peers after a rigorous selection process.
In addition to his role within the UBC, Jonathan Young is currently serving his second three-year term as Camden County Commissioner. During his first term, he was entrusted with the responsibility of overseeing the Department of Public Safety, a pivotal department within Camden County that includes vital entities such as 911 Communications and the Office of Emergency Management. Furthermore, Commissioner Young serves as a liaison to the Department of Corrections, the Juvenile Detention Center, the Camden County One-Stop Career Center, the Camden County Workforce Development Board, the Department of Sustainability, and the Camden County Animal Shelter (Homeward Bound).
As a Council Representative, Jonathan Young tirelessly advocates for fair wages and labor practices in the region. His exceptional dedication and expertise have enabled him to ascend through the ranks at EAS Carpenters, and his appointment to his current role is a testament to the recognition and respect he has earned from his colleagues.
Prior to his current positions, Jonathan Young made a substantial impact through his work as an instructor at American Community Partnerships (ACP). At ACP, he played a vital role in creating career opportunities and facilitating workforce development in low-income communities through innovative training programs and collaborations with public and private entities. Furthermore, Commissioner Young is presently engaged with the Union Organization for Social Services, where he is actively involved in fostering career paths for individuals in the City and County of Camden.
Jonathan Young’s deep-rooted commitment to community service stems from the influence of his father and his upbringing in Darby Township, a small suburban town outside of Philadelphia. Over the years, he has demonstrated his dedication to various community organizations and initiatives. Notably, he has served as a member of the Workforce Investment Board and as a Commissioner for the Camden County Municipal Utilities Authority. Additionally, he holds memberships in esteemed institutions such as the Black Legislative Caucus Labor Advisory Panel, the Walter Rand Institute for Public Policy, and NJ-19, where he was a founding member. Previously, Commissioner Young served as the President of the Southern New Jersey Commissioner’s Association and currently holds the positions of President of the New Jersey Association of Counties (NJAC) and Vice President of the Southern New Jersey Building Trades Council.
Within Camden County, Jonathan Young maintains a close working relationship with the Camden County Technical Schools Advisory Committee, actively contributing to the development of vocational trade curricula for young adults and assisting them in initiating successful careers. Furthermore, his involvement as a member of the Walter Rand Institute for Public Affairs Advisory Board reinforces his dedication to studying economic and public policy issues in Southern New Jersey. Governor James McGreevey
James McGreevey is an American politician and former Governor of New Jersey. Born in Jersey City, New Jersey, McGreevey has made significant contributions to public service and advocacy throughout his career.
James Edward McGreevey served as the 52nd Governor of New Jersey from 2002 to 2004. He began his political journey in the 1980s when he served as a member of the Woodbridge Township Council. From there, he steadily climbed the political ladder, eventually becoming the Mayor of Woodbridge in 1991. As mayor, he prioritized urban development, environmental initiatives, and improving education within the community.
McGreevey’s rise to national prominence came in 2001 when he was elected as the Governor of New Jersey. During his tenure, he focused on several key issues, including education reform, expanding access to healthcare, and addressing the state’s fiscal challenges. He successfully implemented policies aimed at reducing class sizes, increasing teacher salaries, and enhancing the quality of education in New Jersey.
Following his departure from politics, McGreevey focused on philanthropic efforts and continued to promote social justice causes. He obtained a master’s degree in divinity from General Theological Seminary and was ordained as an Episcopal priest in 2007. As a spiritual advisor and counselor, he sought to support individuals in marginalized communities, particularly those who faced challenges similar to his own.
In recent years, McGreevey has expanded his involvement in criminal justice reform. He served as the executive director of the Jersey City Employment and Training Program, working to provide job training and employment opportunities for individuals reentering society after incarceration and currently serves as the Chairman and Executive Director of the NJ Reentry Corporation working to remove all barriers to employment for citizens returning from jail or prison.
